Calderdale Council will not open an investigation against one of its councillors after he shared an article on social media that called Muslims "parasites".
Mike Payne, councillor for Sowerby Bridge, posted a link on Facebook and Twitter to a piece called "France Slashes Benefits to Muslim Parasites by 83%" in 2013.
Mr Payne was suspended by the Conservative Party on Wednesday 4 April and has now designated himself as an Independent Conservative.
The council says he was not a councillor at the time of the incident and so his action then is not subject to their code of conduct.
