Shrewsbury Town is the first team in England to apply to have safe standing at their ground.
The League One side aims to have rail seats fitted and in use before the end of 2017-18.
The law for standing in stadiums changed following recommendations made in the Taylor Report into the 1989 Hillsborough disaster, which claimed the lives of 96 Liverpool fans.
Celtic opened a safe-standing section last year, with a capacity of 2,900, after the Scottish champions were granted a safe-standing licence by Glasgow City Council.
Shrewsbury hopes to raise the £50-75,000 required to finance the project through a crowdfunding campaign, to bring safe standing to one section of their ground, Greenhous Meadow.
Shrewsbury say they hope to find out the outcome in a matter of weeks after submitting the application to the Sports Ground Safety Authority.
