The former heavyweight champion has not fought since his win over Wladmir Klitschko in November 2015.
The 28-year-old then had his licence revoked as he dealt with mental health problems.
He was the holder of both the WBO and WBA titles but vacated them a day before his suspension, citing his health.
He aims to return on the Billy Joe Saunders-Avtandil Khurtsidze undercard in July.
